They are small plastic tubes with a rubber cap on top. Fill the tubes almost to the top with very concentrated food coloring/water solution. Any white rose will work, but the one that is most commercially used for the rainbow roses is a variety called Vendela. Carefully using a very sharp knife, split the stem into quarters and slide the water picks on each of the pieces.
